The city was set up in 11 wards, in 1852, to centralize government. 12, 13, and 14th wards were added in the 1870's after expanding in Jefferson and Greenville. Wards 4 through 9 were downtown, and wards 1.2.3.10,11,12,13,14 were uptown.
The city grew after it annexed the city of Layfayette in 1852. The main reason this city was made a part of New Orleans was for its cemetery. This cemetary was used to bury some famous officers in the civil war.

Jazz
Jazz started in New Orleans in 1803, and for the most part it remained in the region. When the civil war ended races still did not get along, but through jazz the race fight was no problem. By the 1890's, the French quarter, Seventh Ward, Central City, and Irish Channel were parts of the city that had blacks, whites, Jews, Latinos, and Hispanics living next door to each other.
